It will not limit, nor will it reduce the number of calls, if anything they now will have good info, to harass the hell out of you, by properly wording the crap they spew. Well I can't say if my calls have gone up or down yet but I have caught a couple businesses last week... One guy from a mortgage company knew of the list and tried "we haven't received the change with your name on it yet". I told him that I signed up the first day I could for the list and I was indead on the 12/31/02 list that they are required to have. He pretty much had the attitude of "oops".
There is a new proposed bill that will close alot of the loop holes in the current list - here is what the Startribune says about it:

Eliminate a "prior relationship" as grounds for exceptions. He said it's too broad, because a "prior relationship" could go back years.
As an example, he said, "Tell me how many people have not had Qwest service. If you've ever had it, any of their affiliates could call you."
Tighten up the exception for companies that have a "current relationship" with the consumer. Calls would be allowed only if they are not made with a computer dialing system.
Prohibit telemarketers from calling in order to establish a business relationship and then calling back later with a sales pitch.
Eliminate the exception that now allows telemarketers to make sales pitches over the phone as long as they complete the transaction face-to-face.
"They're trying to get you to give them permission to come to your house and make a heavy sales pitch," Marty said.
Gordon, the Commerce Department spokesman, said consumers should be familiar with the exceptions to the law so they know which telemarketers may call them legally. If the calls fall outside the exceptions, he said, they should call the Commerce Department.
